(2)  (AC) to spread (v.i. & t.): 敷放，敷布，敷施 to spread (culture, etc.); 敷告天下 make public to the world; 敷宣，敷揚 publicize, promote (teachings). (3)  To lay before one: 敷奏 explain in letter to king; 敷陳，敷設 [fu1chen2], [fu1she4]↓. (4)  To suffice: 敷用 suffice for expenses; 不敷 insufficient; 入不敷出 income cannot cover expenses.
